Regarding the City’s digital services, the City’s objective is to achieve the AA level or higher as defined in the Web Content Accessibility Guidelines, as far as reasonably possible.

Observed deficiencies

Non-text content: Not all non-decorative images have text alternatives (WCAG 2.1: 1.1.1 Non-text Content).

Focus visible: Visible focus is not permanently visible on all buttons (WCAG 2.1: 2.4.7 Focus Visible).

Link destination: The destinations of some links are not clear to users of assistive technology (WCAG 2.1: 2.4.4 Link Purpose).

Headings: Headings do not always proceed according to the technically logical heading hierarchy (WCAG 2.1: 2.4.6 Heading and Labels).

Contrast: The website includes text content that has a contrast ratio below the minimum requirement (WCAG 2.1: 1.4.3 Contrast (Minimum)).

Language of the website: Not all content on the site is available in different language versions (WCAG 2.1: 3.1.2 Language of Parts)

PDF files: The website contains PDF files whose structural elements are not technically tagged for users of assistive technology (such as images, titles, links) and whose page titles, primary languages or logical focus order are not defined. In addition to this, not all images/graphs have text alternatives. Some files also have headings with a contrast ratio below the defined minimum limit and different types of graphs where meaning is conveyed with colours only (WCAG 2.1: 1.1.1 Non-text Content, 1.3.1 Info and Relationships, 1.3.2 Meaningful Sequence, 1.4.1 Use of Color, 1.4.3 Contrast (Minimum), 2.4.2 Page Titled, 3.1.1 Language of Page).

PowerBI summary report: Keyboard focus does not proceed logically and content is not accessible with assistive technology because buttons do not have accessible names and not all content changes are automatically conveyed. Not all images and graphs have text alternatives, the contrast ratio is below the minimum requirement in parts and graphs convey meaning using colour only (WCAG 2.1: 1.1.1 Non-text Content, 1.4.1 Use of Color, 1.4.3 Contrast (Minimum), 2.4.3 Focus Order, 4.1.2 Name, Role, Value, 4.1.3 Status Messages).

The accessibility assessment complies with the guidelines of the City of Helsinki and methods that aim to ensure the accessibility of the website at all stages.

Accessibility has been verified through an audit performed by an external specialist and through self-assessment.

Accessibility has been verified using a programmatic accessibility verification and manual inspection of the website and its contents.

The issues reported by the assessment tools have been inspected and corrected where necessary.

The external specialist audit was carried out by Unicus Oy.

Accessibility in the City of Helsinki

The City contributes to the accessibility of digital services by making publications more consistent and organising accessibility-related training for its employees.

The accessibility level of websites is constantly monitored in the maintenance of the sites. Any shortcomings observed are reacted to immediately. We attempt to make the necessary changes as rapidly as possible.
